ASM is a good suggestion, however, I interpret @StiGMaT would like to use one set of ini files for all maps/servers. This is where ASM falls short.

No, I don't not have the problem of cross-chat messages being displayed when someone is in a muted state.
In addition to that, the message that triggers the mute does not show up in chat/cross-chat.
Ok, the config is pretty straight-forward.
You mention that you're not using the db path but, do you have a db setup? If you have a db setup, when someone is muted check the data using the DB Browser for SQLite program. It will list the currently muted players.
Those screenshots look like they are coming from the ArkServerManager (ASM) Discord plugin.
In order to use it, you'll need to be using ASM for setup/configuration of your servers and a Discord server you own.
